functions to convert equatorial to galactic coordinates
and vice versa

Note that the histogram qualifier has changed its meaning.
If you have used it before, you will have to change it to xminmax.

with Manfred's suggestions checkrwlc is running a bit better now and is
better readable. Error field of output structure has changed to "err" instead
of "erro" for better compability.

	checkrwlc is an implemntation of the algorithm proposed by
	M. de Kool and U. Anzer (1993), MNRAS, 262, 726. It is a simple
	possibilty to check if a given pulse period evolution is following
	a random walk.
	This is a alpha version of the script, but should work. Monte Carlo
	Simulations using this script will be coming soon.

Added a small int() to the return variable "time" to ensure that the array will
be of the length nt and not nt-1

The gsl->fft function was overwriting the isis->fft function,
which behave differently in the normalization.
