makestatic: added way to NOT forward define functions

some functions in the isisscripts should only be defined in special
circumstances (e.g., isis_fit_improved_hook). Which functions this are
is now controlled by the ignorefunc hash in makestatic.

This now makes mpi_fit_pars work again without having to pull in a
dummy fit hook.
