rewrite of filter_gti

The code is now much faster (orders of magnitude if either the time
arrays or the gti contains many entries), by using only one swee
through both arrays.

Also fixed a serious bug that led to the code returning wrong results
for the case where one light curve bin contained multiple gtis.
