Add Faddeeva and relatet functions

Implements Faddeeva approximation from which complex Voigt profile, complex
error function and its complement can be computed. cerf and cerfc lack a good
treatment of high absolute values of there arguments. Need to find a
better expression here, maybe series expansion will do the trick.
