arfconstruct: change handling of support structure filling factor

The new X-IFU filters have a support structure that blocks 100% X-rays
(allegedly). Such a behavior can now be taken care of by setting the
support structure file name to "NONE". In this case the arf is just
multiplied with the open fraction of the given filter.
