UPDATE pulsar_GTI to work in arbitrary time reference system

Previously, pulsar_GTI was intended to create GTI files for
pulse phase selection in local time. This is only needed for
Suzaku XIS but in most other missions not required. This commit
generalizes the function to create GTIs in SOLAR time and does an
interpolation to local time upon qualifier request.
