added _Isisscripts_Verbose variable

This commit adds the global variable _Isisscripts_Verbose

Setting _Isisscripts_Verbose to 0 shuts up messages from the isisscripts
(such as the startup message). This can be used in command line scripts
where the startup messages are not wanted.
