Add the qualifier 'save_pars' to the function 'get_confmap'

With this new qualifier, it is possible to restrict the number
of fields written to the FITS file created by 'get_confmap' when
the qualifier "save" is used. This is useful because the number
of fields is limited to 999, which causes a "illegal TFIELDS keyword
value" error when exceeded.
