Rework the function 'macroscopic_broadening_profile'

In the case of pulsationally driven motion, some parameters have
been changed to be more physical. To this end, the parameters
'osc_phase' and 'rot_phase' have been merged into 'obs_phase' and
the parameter 'rot_over_osc_omega' has been changed to 'rot_over_osc_omega0'.
